Joseph P. Foley
       Mr. Foley, Senior Associate and President of the company, was Legislative Floor Assistant in the U.S. House of Representatives from 1974 to 1980 for a Member of Congress on the Appropriations Committee who later chaired the Defense Subcommittee.  While on Capitol Hill, he worked on various energy, environment, transportation, trade, and defense-related programs with the Congressional Leadership and Committees on the House Floor.  In 1977, he devised a unique parliamentary strategy that overturned and then amended a Conference Report on Amtrak appropriations.  That tactic added $60 million to the transportation budget that year for national rail transit needs.

       In 1980, Mr. Foley joined the Administration as a member of the Congressional Affairs team.  While there he lobbied for White House initiatives before the U.S. Congress such as the oil back-out allowance to advance national energy independence and measures related to military readiness in the wake of the Soviet invasion of Afghanistan.  Later at the Federal Emergency Management Agency, he successfully promoted bills in Congress on fire safety, hazardous materials accident mitigation, and the contracting-out of Federal services for private sector bid.  One of his projects was an amendment that added $150 million for further purchases of copper and other critical materials for the nation’s strategic stockpile during Senate debate on the FY85 Treasury Department Appropriations Bill.

       Mr. Foley holds a Master of Arts degree in International Trade and Development from American University’s School of International Service in Washington, D.C.  His Bachelor of Arts degree is in History from Elon University, North Carolina.  He has given lectures on Congress, the Presidency, and the legislative process as an Adjunct Professor at American University and at several other colleges and universities, including the Universities of Maryland and North Carolina.  Mr. Foley was a candidate for the Maryland State Legislature in 1990 and 1994.

The Honorable James F. Lloyd   

       Mr. Lloyd, Legislative Associate to Foley Government Affairs Inc., is a former Member of Congress who was elected in 1974 after serving many years as Councilman and Mayor of West Covina, California.  He served six years on the Armed Services, Science, and Aging Committees. Congressman Lloyd chaired the Science Committee's Subcommittee on Investigations and Oversight.  He is a 21 year veteran of the U.S. Navy, functioned as Public Information Officer at Guantanamo Bay Naval Base during the Bay of Pigs invasion, and is an experienced fighter pilot.  While in the U.S. House of Representatives, the Congressman was sought out by Members of varying backgrounds because he had actually flown many of the planes that were under consideration.  Lloyd delivered many public works and related infrastructure projects to his District and is an expert on military procurement, communications, and general aviation.  He also promoted high technology contracts for firms in his Congressional District involved with solar satellites.

       Congressman Lloyd achieved a Bachelor of Arts degree from Stanford University and his Master of Arts from the University of Southern California.  He and his wife, Jackie, founded and operated the successful Lloyds Public Relations, Inc. until Mr. Lloyd was elected to the U.S. Congress.  From 1970 to 1973 he was a political science professor at Mount San Antonio College.  Congressman Lloyd continues to instruct senior government officials at U.S. national war colleges.

Bruce C. Bordner, Ph.D.

       Dr. Bordner, a Government Relations Consultant to Foley Government Affairs Inc., and a close associate of Mr. Lloyd's for more than a decade, is a past Legislative Assistant in the California State Senate and the United States House of Representatives.  While on Capitol Hill he worked on defense, foreign affairs, trade, and veteran affairs issues.  Since he left government for the private sector, he has worked with Foley Government Affairs in the development and implementation of political and legislative strategies on numerous governmental relations projects.  Some of these past projects included a survey of Los Angeles County municipal airports, the protection of corporate water and aquifer interests in the California deserts, processing land development projects through the municipal entitlements processes, and developing Federal legislative authorization and appropriations strategies for Defense Department contractors.

       He received his Doctorate in Government from the University of Virginia where he wrote his thesis on the enforcement of Federal campaign finance law by the Federal Election Commission.  He also holds a Master of Arts degree in Public Policy from the Claremont Graduate School and a Bachelor of Arts Degree with Honors in Government from Claremont McKenna College.  He and his wife, Christine, a San Bernardino County Public Defender, reside in Rancho Cucamonga, California.  He travels to Washington, D.C. routinely on client related projects.

Dean Stoline

       Prior to becoming General Counsel to the firm, Mr. Stoline was Legislative Assistant from 1977 to 1983 for a Member of Congress who chaired the Commerce, State, Justice Appropriations Subcommittee.  He also served as a Professional Staff Member on the Agriculture Committee and as an Assistant Investigator on the Government Operations Subcommittee on Transportation.  Mr. Stoline has practiced law in the private sector since 1987.

       Mr. Stoline has recently been promoted to Lt. Colonel in the U.S. Army Reserve.  He has a Bachelor of Arts degree from the University of Iowa, a Master’s in Public Administration from Iowa State University, and a Juris Doctorate from the Antioch School of Law.  Mr. Stoline was a candidate for the Maryland House of Delegates in 1994.  In additions to his legal assistance contributions to Foley Government Affairs, Mr. Stoline's primary legal work is now start-up company incorporation and promotion.
